PROPERTY TAXES & ASSESSING

This category contains Frequently Asked Questions (FAQ's) regarding property taxes and Assessing.


QUESTION: What is the procedure for applying for an abatement?

PROCEDURE: Obtain, fill out and return to the Town Office an Abatement Application form. This has to be done within 185 days of the commitment date. (You may appeal after 1 year of commitment and up to 3 years from the commitment date to the Board of Selectmen.)

PROCESS: The Assessors Agent will investigate your claim and then will bring your request before the Board of Assessors with a recommendation to approve or deny. The Board of Assessors will vote on this recommendation.

FURTHER APPEAL: After receiving the decision of the Board of Assessors, if still dissatisfied, you may appeal to the County Commissioners. This appeal has to be made within 60 days of the date of the written decision from the Board of Assessors, or within 60 days of the application, if the Board of Assessors takes no action on the request. Further appeal beyond the County Commissioners is to the Superior Court.

Tax Exemptions Available

For the residential home owner, there are several exemptions available that will lower your assessed value for tax purposes. These consist of the

 

  • HOMESTEAD EXEMPTION, 
  • VETERAN'S (AND VETERAN'S WIDOW/WIDOWER/MINOR CHILDREN/WIDOWED MOTHER) EXEMPTION and 
  • BLIND EXEMPTION.

Some people can qualify for more than one exemption and they are each deducted separately from the valuation. QUESTION: What are the Co-operative Transfer Station Hours of Operation & What Do They Take?

 

LOCATION: The Owls Head, South Thomaston and Thomaston Solid Waste Cooperative operates a solid waste and recycling transfer station at 34 Buttermilk Drive which is the first road to East of the Dragon Cement Plant off Rt. 1 and near the Rockland Thomaston Town Line.


HOURS OF OPERATION: The facility is open from 8 AM till 4 PM on Tuesdays, Wednesdays, Thursdays and Saturdays. In winter it may close during storms. Please call 594-0748 to find out if it is open. Please let the phone ring on regular open days as the crew may be outside helping users.


COST OF STICKERS: From January 1,2015 to December 31, 2016, an Orange and Black transfer station sticker is needed in order to transfer your trash, and other items listed below. They are available at your town office for $10 for a two year sticker. Please have your sticker visible when you enter the transfer station.

WHAT CAN WE TAKE FOR DISPOSAL?


PERC FACILITY ACCEPTABLE WASTE: Some of the waste we take gets transferred to the Penobscot Energy Recovery Company ("PERC").  The PERC facility will accept solid waste that meets the following definition found in its waste disposal agreements:

"Acceptable Waste" means Solid Waste, including all ordinary household, municipal, institutional, commercial and industrial wastes which consist primarily of combustible materials, except for the following:

  1. Demolition or construction debris from building and roadway projects or locations
  2. Liquid wastes or sludges
  3. Abandoned or junk vehicles
  4. Hazardous Waste
  5. Dead animals or portions thereof or other pathological wastes
  6. Water treatment facility residues
  7. Tree stumps (PLEASE NOTE:  Although PERC does not accept tree stumps we do have a stump dump.  For information on the stump dump click HERE)
  8. Tannery sludge
  9. Waste oil
  10. Discarded "white goods" such as freezers, refrigerators, washing machines, etc.  (PLEASE NOTE:  Althought PERC does not accept "white goods" we do.  Please see our policy below titled "White Metal Goods")
  11. Waste which in the reasonable judgment of COMPANY'S weigh station operator based solely upon a visual inspection has a BTU content of less than 4000 BTUs per pound unless the waste fails to meet the aforementioned BTU minimum requirement solely because of the moisture content of such waste and such moisture content is due to abnormally wet weather conditions; and
  12. Waste which, in the reasonable judgment of COMPANY based on a visual inspection at the time of delivery could, if processed; result in damage to the Facility, interruption of normal Facility operations or extraordinary processing or maintenance costs, solely by virtue of the physical or chemical properties of such waste.

WHITE METAL GOODS: Washers, dryers, gas or electric ranges etc. $5.00. Refrigerators or any other unit with a compressor with refrigerant in it -$10.00 Refrigerators with locking doors must have doors removed.

PAINTS, STAINS, OR OTHER CANNED LIQUIDS:Small pieces of metal go into the roll off to the East of the old hopper site at no charge. Open cans with dried up paint go into hopper.  All other liquids in cans must be taken home and mixed with sawdust, kitty lietter, sand etc. and left to harden then thrown into the hopper.

USED MOTOR OIL: Area garages take straight used oil.  Ask your attendant for the name of a facility in your town.


FREE FOR RESIDENTAIL USERS:


FLUORESENT TUBES & CFLS: Fluorescent tubes (all lengths, shapes and sizes) and CFLs (Compact Fluorescent Lamps) See attendant in operators building. Do not break and put in plastic bag. Broken bulbs require special handling. Call Maine DEP in Augusta or go to their web site for instructions.
ITEMS WITH MERCURY: We are licensed to take household items that contain mercury or PCBs. See Attendant.

ALL PLASTICS: All plastics with recyclable symbols 1 thru 7 embossed on the bottom. We cannot take plastic bags, food wrapping, bubble wrap or any other light weight “floating” plastic material. Please return to stores or put in rubbish barrels outside of the two single stream roll off containers.

FOOD GRADE GLASS BOTTLES: All colors of food grade glass bottles but no glass bulbs, cooking pans, fish bowls, drinking glasses, outside light covers etc. These cannot-yet- be recycled.


REDEMPTION BOTTLES & CANS: Redeemable glass bottles and cans (must show embossing or label that says ME 5 cents-15 cents) Please put these in grocery carts outside of the single stream roll off container. All of these go to the Knox County Humane Society.


CARDBOARD: Clean and flattened non-waxed boxes go in the three small dumpsters.


THE CO-OP CANNOT HAVE ANY LIQUIDS GO INTO THE HOPPERS.  PLEASE DRAIN RAINWATER, FISH JUICE, ETC. AT HOME PRIOR TO COMING TO THE STATION.

This Dump is for use by Thomaston Residents only. Any use by contractors doing work for Thomaston Residents must get prior authorization before dumping.

CONVENIENCE FEES

 

What are the costs for paying online?

There is a non-refundable convenience fee for each transaction. The Town of Thomaston receives only the bill pay amount. Non-refundable convenience fees are paid to Invoice Cloud to cover administrative costs associated with billing and accepting payments.

  • Electronic Check/ARH.... Flat rate of $.40 (40 cents)
  • Debit Card..................... Percentage rate of 2.95% of the bill pay amount
  • Credit Card.................... Percentage rate of 2.95% of the bill pay amount

Fees are imposed by the Town of Thomaston for returned payments. Your bank may also charge you a fee based on the bank’s fee schedule.

USING THE SYSTEM

 

How does the service work?

  1. You may access your account online at http://town.thomaston.me.us/ select the Make a Property Tax Payment.
  2. Select the View or Pay Your Bill icon to locate the bill. You may enter payment information for a one-time payment using ExpressPay or register to pay or schedule a payment.
  3. You will receive an email confirmation of the payment amount and payment process date.

Can I use an Apple/Mac to use the service?

Yes, many customers use a Mac. On May 23, 2011, Invoice Cloud expanded the number of browsers and systems it supports. Please see the answer to the next question, "Which browser(s) can I use?"

Which browser(s) can I use?

Although downloading and using a browser that is available on the Internet seems like a simple thing, every time a browser developer changes the way they do something or adds something new, the developers of online services and websites are forced to adapt their systems to keep up. Our development team has completed a very complex and all encompassing upgrade to a new platform of user interface development tools which will facilitate future browser updates.

The versions below represent the majority of current browsers in use today. It is very likely that the Invoice Cloud portals will work with older versions and possibly other versions not listed. These are the specific browser versions that will now be supported (as of May 23, 2011):

REGISTRATION

 

Do I need to register to pay a bill?

Registration is not required for one-time payments using ExpressPay. In order to view your online payments you must register. The online payment history will be available for 18 months.

 

You must register in order to schedule a payment or go paperless. Registration allows you to access your invoices including the ability to schedule payments for a specific date, view previous invoices and payment dates and update your profile. You will avoid having to enter your payment information each time you make a payment.

How do I register?

Registering is easy and can be done when you make your first payment.

 

Property tax accounts are accessed online at http://town.thomaston.me.us/ select the Online Services link and then select Property Tax Payment, then select View or Pay Your Bill icon. Once you select your account, you will be given the opportunity to register or make a one-time payment ExpressPay. If you choose to register, you will be asked to provide a password and accept the terms and conditions to use the system. The payment information you enter in your profile will then be securely encrypted and saved for your next visit.

If forgot my password, how do I find it?

Click on Forgotten Password? at the bottom of the login screen. You will need your account number and email address to retrieve your password.

How do I change my account information?

Simply login to your account and change any of your personal information under My Profile.

ENTERING PAYMENTS

 

What information do I need to make a payment?

You will need your property tax account number, checking account information, debit or credit card information.

When can I pay?

You may access your account 24 hours a day, 7 days a week. It is always a good idea to pay or schedule a payment at least a few days before the due date to allow for processing time. Payments received or scheduled after the due date will be subject to interest charges.

How should I enter my credit card information?

The information you enter on the payment screen must be exactly the same as it appears on your credit card. This information collected will be used to authorize your payment.

How does my payment appear on my bank or credit card statement?

There will be two entries on your statement; one for the bill amount and one for the convenience fee. The bill amount will be payable to the Town of Thomaston and the convenience fee will be payable to Invoice Cloud.

How will I know that my payment has been accepted?

After you submit your payment, you will see the payment confirmation screen. It will contain your payment confirmation message. It will show an approved number for debit/credit cards or a processed number for electronic check/ACH. You will also receive a confirmation email after your transaction is submitted. The email will include your account number, invoice number, amount paid and confirmation message.

Can I tell if my payment has been posted?

Yes. Simply login to your account and select View Paid or Closed Invoices.

Can I use more than one payment method per transaction?

Yes. You may use one payment method for part of the transaction and another payment method for the other.

When will I be charged interest or a late fee?

Interest will be charged for payments made or received after the due date.

What is a partial payment?

ACCOUNT NUMBER

 

What is my account number?

The account number is your property tax account number. Each property is assigned a 6-digit account number. Real estate account numbers will begin with a letter followed by 4 numbers and end with R, for example A1234R. Personal property account numbers will begin with a letter followed by 4 numbers and end with P, for example B1234P.

How do I find my account number to login?

  • Refer to the property tax bill – upper left hand side
  • Property tax accounts are accessed online at http://town.thomaston.me.us/ select the Online Services link and then select Property Tax Payment, then select View or Pay Your Bill icon.
  • You may refer to your registration welcome email if you have already registered.
  • If you have registered to receive tax bills via email, the email notification will include the account number listed on the right hand side. By clicking on View Invoice or Pay Now you will automatically be sent to the login page where that information will be placed in the login area for you.

HOW LONG DOES IT TAKE FOR MY PAYMENT TO PROCESS

 

How long does it take for a credit card transaction to process if I pay online?

Credit card transactions typically take 48 hours to settle. An authorization is issued immediately.

How long does it take for an EFT (electronic funds transfer) transaction to process if I pay online?

Electronic checks/ACH transactions typically take 48-72 hours to settle.

Can I tell if my payment has been posted?

Yes. Simply login to your account and select View Paid or Closed Invoices.

How long will my payment history be maintained?

The online payment history will be available for 18 months, provided you have registered. If you chose to make a one-time payment using ExpressPay the payment history will not appear.

Will I be able to print a copy of my tax bill?

Yes. Tax bills are available in the PDF and HTML formats. It is recommended you print a copy of your tax be to retain for year-end tax purposes.

AUTO-PAY AND SCHEDULED PAYMENTS

 

What is Auto-Pay?

If you elect to opt into Auto-Pay, it means that your bill will be paid automatically on the due date using your default debit/card card or bank account. Auto-Pay avoids you having to remember when to pay. It also avoids any last minute problems which may cause you to miss the due date and unwanted interest charges.

Please remember if your default payment method changes, login to your account and update the information. For example if you pay by electronic check/ACH and you change banks, your bank information needs to be updated. Or when you are issued a new debit/credit card, your information needs to be updated.

Can I cancel Auto-Pay?

Yes. Simply login to your account and go into your profile and uncheck the Auto-Pay box that you had previously checked when you elected to opt into Auto-Pay. If you uncheck the box, don’t forget to schedule another payment or make other payment arrangements prior to the due date to avoid interest charges.

What are scheduled payments?

Scheduled payments are set up individually for each bill due on a specific date scheduled by you.

Can I schedule payments?

Yes. You can set up a future payment at any time prior to the bill due date.

Can I change a scheduled payment?

Yes. You must make the change prior to the date it was scheduled to be paid.

What is the difference between Auto-Pay and Scheduled Payments?

*Auto-Pay is an automated process, which pays your balance in full each billing on the due date. Scheduled payments are manually entered by you, for each billing cycle, for the date and payment method you choose.

*Please remember if your Auto-Pay default payment method changes, login to your account and update the information. For example if you pay by electronic check/ACH and you change banks, your bank information needs to be updated. Or when you are issued a new debit/credit card, your information needs to be updated.

What if I already have auto-pay or a scheduled payment set up with my bank to pay my taxes?

Do not forget to contact your bank and cancel your automated or scheduled payment a few days before the payment is due (typically payments are made a couple of days in advance of the payment date, so don’t wait until the last minute). Cancelling the auto-pay or scheduled payment with your bank will avoid duplicate payments.

When will I be charged interest or a late fee?

What is a partial payment?

A partial payment is when only part of the total amount due is paid. Please remember if a balance remains after the due date, interest will be charged.

What if I have signed up to have my tax bill sent via email however I do not receive it?

Your tax bill is always available on the town’s website to view and print. The Town of Thomaston makes every attempt to provide tax bills in a timely manner prior to each due date. However it is the responsibility of the taxpayer to obtain the tax information, even if you do not receive a bill.

You may access your account online at http://town.thomaston.me.us/ select the Online Services link and then select Property Tax Payment. Select the View or Pay Your Bill icon to locate the bill. You may enter payment information for a one-time payment or schedule a payment.

What if the website is down or for some reason I am unable to use this service?

Please be aware that interest and fees will not be waived if this website is inoperable for any reason or if data entry errors occur.

Is my information secure?

Invoice Cloud uses the highest standards in Internet security. Account information displayed within the customer and biller portals is truncated to protect confidential data. Any information retained is not shared with third parties.

Is my debit/credit card and checking account information safe when I pay online?

Yes. Invoice Cloud will safely store all of your financial information using Payment Card Industry (PCI) complaint systems. This includes truncating (abbreviating) account numbers so that even the Town of Thomaston does not see your complete account information.

What is PCI Compliance and why is it so important?

PCI stands for Payment Card Industry is compliance with the industry standards which is a requirement for those that accept the major credit cards and for software providers who have application which involve the transmission and/or storage of credit card information. If breaches are found on systems that are not PCI compliant, the major credit card companies have the ability to levy significant fines on the offending parties.

Who has access to my account?

The customer and the Town of Thomaston’s authorized staff. No one will have access to your financial information as all check routing numbers and credit card numbers are truncated, so you never have to worry about security. As a security precaution, we don’t even show your full financial information back to you.
